BALLSTON SPA - The Victory Mill was, for years, a throwback to an earlier time that no one wanted.

It was a different situation Monday as two wealthy bidders wrangled over the former paper mill before a committee of county supervisors. Neither offered much in the way of cash, but each had a grand dream for the mill, a dream in keeping with the new golden age in Saratoga - condos.

The winner was Calibre Investment Group LLC from St. Petersburg, Fla., headed by businessman R.V. DePugh. Calibre offered a nonrefundable payment of $100,000 and agreed to complete an environmental study of the property. If the project …
